Canvas Input Settings don't work with non-English keyboard layouts

STEPS TO REPRODUCE
1. Go to Canvas Input Settings
2. Set the "Select Layer" -> "Select Top Layer" shortcut to R + Left Button
3. Change keyboard layout to non-English. In my case it's Russian.
4. Hold R over canvas

OBSERVED RESULT

Nothing happens

EXPECTED RESULT

"Select Top Layer" action shortcut is applied. It works for normal shortcuts
like "B" or "Ctrl + T", so it should work for Canvas Input Settings the same.

NOTE

My issue seems to be a duplicate of 309193, but that issue is closed and fixed,
so I'm opening a new one
