I can't reproduce the issue.
You can always add a new panel.
Once you remove the current one -> right click on Desktop -> Enter Edit Mode ->
Add Panel... (on the top bar) -> default panel.
You can also try to delete cache/config if the first option doesn't resolve the
issue

.config/plasmashellrc
.cache/plasmashell
Third option until the issue is fixed (if there's an issue) is to use krunner.
You don't need panel to use the menu. All the search can be done through the
krunner (alt+space is the default shortcut I think)
