SUMMARY
The dynamic positioning of the new panel settings window results in it getting
covered by other panels, making options inaccessible.

STEPS TO REPRODUCE
1. Set up panels in a situation where the settings box would overlap a panel.
2. Open the panel settings window

OBSERVED RESULT
The panel settings is covered by the other panel.  This occurs even when the
obstructing panel is set to dodge windows or go below them.

EXPECTED RESULT
The panel settings window should be drawn above all panels.
