STEPS TO REPRODUCE
1. Right click panel and click "Enter Edit Mode"
2. Panel settings show up in the center. Left click on the panel, Panel
Settings hide
3. Right click and click "Exit Edit Mode"
4. Panel settings show up again
OBSERVED RESULT
It doesn't exit
EXPECTED RESULT
It exits.
