It seems that this is implemented for all native applications like Kate and Dolphin under Plasma 6 where any nonactive surface (frame border etc) as well as the expected header shows mouse select pointer. Any edit or display area (lists etc) do not. As it is the user has less than a second to make any drag action before the whole window moves with the mouse. Not a great user experience? I don't remember having this behavior in Plasma 5 before upgrading. STEPS TO REPRODUCE 1. Select item in timeline with mouse 2. Within 1-2 seconds the window grab appears 3.
