Revert "Panel: don't round floating paddings to smoothen animation"

This reverts commit 8560cd25c2f4819b1dfa4532de29a35c55d0103e, since a
non-integer panel position at startup (due to the panel floating animation)
will render the panel icons blurry until they are re-drawn.
