It should be. Because when you use touchscreen you can't scroll window
contents. If you try to scroll text field using touchscreen, the text will be
selected. If you try to scroll system settings window - it will no react.

Actually we also need a settings to increase option box radius and checkbox
mark size.
I have touchscreen on Dell laptop from 2015 guys. Very painful to realize that
no one cares about UX.

Also panels and sensors in Plasma 5 are buggy and nobody really test it by
hands. I don't really believe that someone will fix bugs when new Plasma 6 is
coming. I also know that UI stuff never has critical severity. So I am just
telling you how painful is to be a KDE Plasma touchscreen user.
