I would think anyone who is starting a new calculation is going to hit "Clear".
Like guimarcalsilva said, this is basically the standard behavior for
calculators going back quite a long time. I don't remember how the Windows 3.1
calculator behaved but it definitely did this from Windows 95 onward.  It's
still the behavior in the Windows Calculator and still the behavior in the
Gnome Calculator. It is definitely the expected behavior.
