Short answer: No. Long answer: My text entry settings only show a GB keyboard layout. Even in the highly unlikely event that I accidentally hit a multi-key shortcut, I'd not be switching layouts. As said, I'm not even sure where the US layout I'm being presented with, is coming from. I have upgraded my whole system last weekend, and am now on Kate 15.12.3 - if the issue persists I'll update within a month.
