In (desktop) Edit mode, hovering over a panel shows a tooltip-like structure
showing "Show Panel Configuration". (Same as the context menu entry). After a
right-click on the panel, this label changes, and remains different until the
user exits Edit mode. On entering Edit mode again, the label resets to the
normal text again (until a panel is right-clicked).

STEPS TO REPRODUCE
1. Right-click the desktop, "Enter Edit Mode"
2. In Edit mode, hover over the panel. Verify it shows "Show Panel
Configuration"
3. Right-click that panel, then close the context menu with another right
click.
4. Hover over the panel until the label appears again.

OBSERVED RESULT

The label now reads "Show &Panel Configuration" 

EXPECTED RESULT

The label is unchanged from before, displaying "Show Panel Configuration" (i.e.
without the Ampersand in front of the word "Panel").
