1) What scanner do you have?
2) What does partial mean here? half a page or a quarter of a page or what?
3) The sane-backend that you are using scans the page from the bottom up and
does not do the rotation. There might be an option to rotate every second page,
but it is possible that it is in a newer version of Skanlite/libksane.
4) I think it would be more productive to use Skanpage for multi-page document
scanning. There you have tools to rotate and reorder pages and then save them
as a multi-page-PDF. Skanlite was and is geared towards scanning images and the
document scanning is left to Skanpage which is specialized for that.

Note that there has been quite a lot of development especially in Skanpage
since 2022, when your LTS distribution was released and the version frozen. You
could try the Snap or flatpack version of SKanpage (hoping that it has the
scanner backend that you need)
