Because that makes it a part of the taskbar! And as a consequence, then I'm not
able to move the quick launch to where it "naturally" should be: between the
"start menu" and the "pager". The taskbar should be to the right of pager.

This used to be the ordering of things until KDE 5 showed up. I've been using
KDE since 1999, so there's some muscle memory ingrained in me (and probably
many other like me).
