Some information is provided in the footer of my message. Specifically, this
happens on an Intel GPU (no dual GPU setup) and on Wayland (the bug is not
present on X).
I said generically "when I play a video on fullscreen" because, as far as I can
tell, this does not depend on a specific application: the bug is triggered both
when playing a YouTube video and a video on MPV. What triggers it is going in
fullscreen mode. In fact, I now notice that even putting Firefox in fullscreen
mode with F11 (and no video playing) triggers the same bug.
Unplugging the external monitor, closing the offending application, and
plugging the monitor back often solves the problem. However, Kwin might be
unresponsive for quite some time in between these steps.
