Not sure I understand correctly, but you say that the position of the displays
is fine after reboot, just that the wallpapers are swapped around?
Could you compare the output of kscreen-doctor -o in both situations and tell
me the difference?
(This smells like a bug which we've just fixed in plasmashell yesterday.)
