Very annoying for sure. But how do you know? Try setting the profile with `powerprofilesctl set performance` and then run `powerprofilesctl` to see if the profile has been changed to performance mode. If it's still on balanced or power saver, it's an upstream bug. See for example: https://gitlab.freedesktop.org/upower/power-profiles-daemon/-/issues/106 That's been closed and locked though, traced to a firmware problem with the vendor-supplied firmware.
