SUMMARY
STEPS TO REPRODUCE
1. Open chrome
2. Go to google.com
3. click the picture icon, then "select a file from your computer".
OBSERVED RESULT
Chrome freezes, and IF the open file dialog shows up, it too is frozen.
EXPECTED RESULT
The open file dialog works as expected.
