SUMMARY
Moving items in the Task Manager, or in the Kickoff menu, if you click to drag,
the icon will move, when you release the button, the icon appears to drop, but
you will be unable to move other icons until you end the drag'n'drop by
clicking (mousedown) outside of the icon to reset the drag'n'drop state.

I've had this one filed with opensuse
https://bugzilla.suse.com/show_bug.cgi?id=1226103 as I could not reproduce this
in Neon, but opensuse is using a newer KDE frameworks and Qt version than Neon,
so perhaps that is what causes the issue?
STEPS TO REPRODUCE
1. Boot Opensuse Tumbleweed live ISO
2. Log out. Change to Plasma Wayland session. Log in
3. Attempt to move icons as per video on reddit above
OBSERVED RESULT
The first icon will move, subsequent attempts to move icons will result in the
first icon moving again, because the drag'n'drag is still active for it.
I have seen this bug while moving items in the Task Manager (Icons and Text,
ungrouped, manual sort), panel (per video), kickoff, etc. I have not seen this
behaviour outside of the plasma panel itself.
EXPECTED RESULT
Arrange plasma icons by drag'n'drop.
