Some widgets might indeed be movable without a delay. I do not see this as a
bug. Some windows, for example, can be moved without using the titlebar when
clicking on a background element that does not need to react to clicks.
Changing severity based on comment #8, but keeping it open for Plasma
maintainers to decide if those widgets need changes, of if the defaults could
be changed.
