The 'V' key is assigned to the line tool by default. You need to unassign it
first at:
Preferences->Canvas Input Actions->Tool Invocation->Activate Line Tool
And then assign it to another tool in the "Keyboard Shortcuts" page.
You just have a conflict of two actions connected to the same key. We have two
"independent" shortcuts system, so one needs to remember to not assign a key
twice. That is a known issue.
