SUMMARY
After updating, I am encountering a regression where the SSO login secrets
dialog does not open properly. I can see the application icon open in the
panel, but the window is invisible and is definitely not hidden off-screen or
anything.

Because of this issue, my network configuration is completely broken and
unusable due to bug 490479.

STEPS TO REPRODUCE
1. Configure a network connection to automatically connect to a VPN (in my case
I have an openconnect PAN Global Protect VPN configured)
2. Connect to the network
3. The network will begin to connect. In my case, I have the SSO page
configured to automatically open, but you may need to manually trigger it.

OBSERVED RESULT
The SSO dialog does not open correctly and the network is rendered unusable.

EXPECTED RESULT
The SSO dialog should open correctly, as it did in 6.1.2.
