I confirm this behavior on 6.1.3. The bug appears fixed in git-master, I am
*not* able to reproduce it there.
Can you please re-test and see if you're still able to reproduce this with
git-master?
Steps to reproduce:
Right click the clock in the taskbar to bring up Digital Clock settings -> Time
Zones
Add More Time Zones
I chose Etc/GMT+4
Current time: 2:52PM - Central / GMT-6
Switched to GMT+4 in Time Zones, clicked Apply
https://greenwichmeantime.com/time-zone/gmt-plus-4/
Time shown for GMT+4 is "3:52PM (-04)" - this is GMT-4
Actual time in GMT+4 is 11:52PM
