SUMMARY
Widgets appear nowhere, neither in panel nor the desktop, when dragged outside
the (zoomed out) desktop area in desktop Edit Mode

STEPS  TO REPRODUCE
1. Right Click on panel (or enter Edit Mode where ever) -> Add Widgets...
2. Drag a widget to the desktop
3. Drag the widget added in previous step, until it is outside the desktop area
bounds

OBSERVED RESULT
Widget disappears. Only widget count is shown in the widget selection
sidepanel, to show that a widget "exists"

EXPECTED RESULT
Widget cannot be dragged outside of the desktop area. Or cannot just disappear
and be permanently out of user reach. Maybe prompt for widget removal in this
case?
