Thanks for your report!
I get where you are coming from, but I think this is kind of subjective and we
don't want to change the tool action behavior to toggle.
Eg. personally I blindly press the shortcut for certain tools sometimes even if
the tool is already active, just to ensure I have the right tool activated.
Some time ago we changed the behavior so that "Esc" quits the current tool and
goes back to the select tool.
