After login to KDE Plasma, password dialogs are popping up directly, before
there is a chance to enter the kwallet gpg passphrase (which is also opened).
This way, e.g. the WIFI can not connect automatically, because the password is
missing and you need to close the wifi password dialog, entering the kwallet
gpg passphrase and than reconnect the wifi manually.

This is a little anoying at every login.

Note 1: I have added the option "no-allow-external-cache" to the
gpg-agent.conf, so that kwallet does not take years to come up after login.

Note 2: It is the same behavior in openSUSE Leap 15.6. In Leap 15.5 everything
worked as expected.
