SUMMARY
Tooltip first appears, then disappears, and then reappear, making it annoying
to see the tooltips like battery information. It doesn't always happen, and I
don't know what the condition that causes this is, but in my experience, this
happens multiple times a day.
STEPS TO REPRODUCE
1. Hover the mouse over an icon in the notification area

OBSERVED RESULT
Tooltip reappears or shows random sliding animation (like moving from the
left).
EXPECTED RESULT
Stable tooltip shows up.

ADDITIONAL INFORMATION
It is probably easier to watch the screen recording to understand the problem.
If this is a malfunction of animation, let us disable the animation for the
notification area tooltip.
