I've been following this bug because I used session restore back when it
worked.  I have found a workaround that works for me but I have not seen it
mentioned here yet.  Here's what I do.  I have two monitors and use 4 virtual
desktops.  I'm able to have a console window with multiple tabs open on the
left monitor in virtual desktop 1 by using the konsole option --tabs-from-file.
 One of the tabs starts with top running.   Chrome starts on the left monitor
in virtual desktop 2.  Thunderbird starts on the right monitor in all virtual
desktops.  I am able to do this by using the autostart section of the system
setting app to specify what apps start at login.  Then in the Window Rules
section (in Apps & Windows -> Window Management) I am able to specify where
each app appears.  Like I said, this works for me.  Of course it does not save
the current session so that it comes back on the next login.
