OK, I set Sleep after 1 minute and waited five minutes.  Nothing happened. 
But...

I repeat: I do not want my laptop to sleep after inactivity.  I want the
display to turn off after inactivity.  The system settings for Power Management
no longer offer such an option.  This is a regression.  The settings used to
offer that option in the section "Screen Energy Savings".  That section is gone
now.

I can't imagine how you can conclude such a thing, but I do not understand
these changes either.  Of course that is quite irrelevant to my complaint
anyway.
