STEPS TO REPRODUCE
1. use Wayland
2. make sure the visibility of Plasma panel is set to "Always visible"
3. run Vivaldi browser in Wayland native mode
4. maximize Vivaldi
5. go to youtube
6. play a video in fullscreen mode
7. while the video plays in fullscreen mode, quit Vivaldi by pressing ctrl+q
8. reopen Vivaldi
OBSERVED RESULT
Vivaldi covers the Plasma panel on bottom
EXPECTED RESULT
Vivaldi should not cover the Plasma panel
