It also happens on Android. The new layer appears on the bottom right of the canvas instead of the top left, as if the top left-most pixel was located on the middle of the canvas and then gets pasted there. However, using the "paste layer" shortcut instead of the simple "paste" one (ctrl+v), this doesn't happen and instead it is placed on the expected position.
