I have the same issue but I forgot to take note of what version this started
(fairly recently, either this month or last?) PC isn't seen by any device but
mobiles/tablets can still connect to one another. kdeconnect on PCs are
24.08.1-1, kdeconnect on mobiles/tablets are 1.32.05+.
