Oh, so apparently this has already been done. Plasma variables are set unconditionally without checking and setting any kind of PLASMA_FOUND in FindKDE4Internal. Since the point which I'm arguing against, has already been implemented anyway, FindPlasma.cmake is surely of no practical use. However, I'm still very disappointed that KDE does not try to be at least a bit more modular and drops small bit of modularity it already had on the first occasion. I thought your mail[1] indicated the right direction.
