Agreed. at least for me as a packager, handling a tarball is taking at 
least 5 minutes work even with no changes other than the version bump.

and given that in many cases there are going to be no changes in a
bugfix series for some bits, it is just going to be time thrown out of
the window.

It isn't much different than now where 
kdelibs has one version
polkit-qt has a different version
phonon has a different version
qt has a different version
qt-webkit has a different version
prison has a different version
strigi has a different version

it will just be
kcoreaddons has a version
polkit-qt has a different version
threadweaver has a different version
sonnet has a different version
kdbusaddons has a different version
qtbase has a different version
prison has a different version
phonon has a different version
...
