I assumed this would only be available for projects on the official GitLab instance, but it appears to also be available for self hosted instances too if all the requirements are met.

Although KDE may qualify for it, if it means migrating from CE to EE (the non-free version of GitLab) then it would need to be considered if  Ultimate's features are worth using the proprietary version of GitLab.

Personally, using EE to host free software doesn't seem right.

I have a hard time finding any featureset where it would be important

It is my understanding that non-trivial amounts of time have been
spent on making a CI dashboard that now nobody uses because it is
defunct or some such. In essence we've wasted valuable free software
time. That seems a pretty compelling reason in my book.

That looks like a lot money to pay given we have more than 10 users,
even if it
has less costs if you buy xxx accounts.
It is my understanding that they are giving it away for free to free
software projects.
