Does the library make sense without the daemon? If not then it falls into this constraint from https://community.kde.org/Frameworks/Policies : "Solutions have a mandatory runtime dependencies, it is part of their design and where their added value comes from" Having required runtime components part of a framework was one of the big decisions taken w/regards frameworks. > - workspace stuff (kcm, doplhin file linking, activities:/ kio, something > else?) If these components are Plasma specific, they make sense moving into workspace. If they are runtime requirements needed in other environments for kactivities then they don't.
