Hi :) Yes KDE is planning to apply for GSoC 2011. (If there is a GSoC 2011, which I assume will be the case.) Students are selected based on their proposal and their interaction with the community. Things beyond that are up to the individual mentor. If you are planning to apply for a project in KDE please think about which area of KDE would be interesting for you and then get in contact with that team. Let me know if you have further questions.
