It was failing for me as well because nepomuk from kde-runtime was silently
not building because of soprano's virtuoso not being built. Building the
patched soprano with unixodbc-dev and rebuilding kde-runtime fixed the
baseapps issue.

You might want to take a look at
https://projects.kde.org/projects/kde/kde-runtime/repository/revisions/master/entry/CMakeLists.txt#L90and
check which variable is false for you and install whatever is missing.
