There was a KDE frontend for it once, called krecordmydesktop, there is one 
for GTK if my package repository search is still valid.

Anyway, a different approach might yield better results, just wanted to be 
sure you've had a look at the available options.

One other thing that came to my mind was whether that should not be part of 
the compositor somehow.
It has the content for most (all?) windows already and knows where each window 
is, etc.
I guess it is also the only process which can do that on Wayland.
