If you're looking for specific GSoC projects, check out https://community.kde.org/GSoC/2019/Ideas. That has specific people listed in it. Keep in mind that for GSoC and KDE in in general, you're expected to be a self-starter and not wait for a guru to assign you work though. :-) Nate
