Hi Victor,

I have investigated this and ascertained that this was caused by an
issue with your Phabricator account (which unfortunately happens in
some cases, and which we have never been able to trace the cause of)
which prevents your email address from being marked as 'confirmed'.

This in turn means your email address was never made available to the
wiki - which is why it wouldn't allow you to message Ralf, as the
Community Wiki did not have an email address for you.

I have now corrected all of these issues for your account and synced
your profile to the wiki, so you should now be able to access that
page.

Please note however that we prefer for communication to be made via a
public channel for everything concerning GSoC, so I would recommend
that you transition to a public mailing list for this as soon as is
practical.
