We [Ben, Ingo, me and others] did some discoveries a bit ago:

    https://github.com/Unidata/netcdf-c/blob/main/CMakeLists.txt#L1561 is
likely pissing in our craft setup.

A temporary workaround is being tested but we need to find some more
    permanent fixes

The permanent fix will be needed sooner rather than later unfortunately, this defect means that our CI builds for Windows are being contaminated with dependencies that were not requested. As a result the CI system is being prevented from properly performing it's duties.

In approximately 24-48 hours I will remove NetCDF from the Windows CI image to correct this issue, which will have the unfortunate consequence of breaking Labplot Windows CI builds.

NetCDF is an optional dependency for LabPlot. We'd only miss the tests for the NetCDF import when no NetCDF is found on the system but this shouldn't break the whole build.
