This patch fixes the special case where --with-copy is invoked without
--with-tarball
and the tarball already exists in SPECS. Originally, the code was putting the
tarball in SPECS to $cmd_args{"--package-dir"}. Now, I check to make sure
the tarball exists, and if it does, it goes to
$cmd_args{"--package-dir"} . "/SOURCES"
(I finally figured out what was putting tarballs in my ~/packages directory)
