KBE contains a bunch of build tools you will need (up-to-date gmake, for
instance, and other stuff that isn't particularly needed like an up-to-date
vim). Install it anyway.

You will need to install a whole bunch of dependencies somehow. gpgme, for
instance, giflib, aspell, raptor, redland ... as Lukas pointed out, there are
spec files for these, but they are not done. Look in SPECS/ to get an idea of
what you need. The stdcxx.spec *does* build right now, you may as well start
with that one because it's essential (and it installs somewhat broken C++
headers, but later KDE code doesn't seem to mind that).
As there are no released KDE 4.0.0 tarballs generally available, we don't have
build infrastructure for building from those -- only from KDE SVN. That lives
in Build/ .
It's still very much a work in progress. Heck, we can't even tell you
certainly which Qt version to use -- 4.3.3 seems to memleak, 4.3.1 doesn't,
but why?
