In the kde4-specs-dev repo there is now a script ips-manifest-generator.pl that reads in a specfile, the sites.inc file and some of the metadata from the SysV package (untarred in ~/packages/PKGS) and produces an IPS manifest in /tmp along with a suitable license file and some commands to create the IPS package itself. I've applied to to the point of getting Qt IPS packages up; I have only published them to localhost and installed them on localhost, though. My impression is somewhat more favorable today: once you get through the thicket of outdated documentation and can piece together what's supposed to work right now, it (IPS) does the job reasonably well (if slowly).
