What does he mean by writing "None of the projects governed by the Desktop 
Community have
demonstrated any sense of awareness of these rules, and Project
Indiana has deliberately ignored them on several occasions."?

Did the Desktop Community fail to deliver packages in a timely fashion?
Are the teams behind the goals concerning certain features?
Does he address primarily the GNOME/JDS teams or the KDE team, too?

As an observer, I think that (the ease of use and intuitivity of) the desktop 
is of highest value for OpenSolaris.  And Mr. Fielding thinks that the desktop 
is not making enough progress?
