Regarding Qt: this is a Sun internal process indeed because someone internally submitted Qt already. It was legal reviewed and ARC'ed and it is now queued to be integrated into a nevada built.
Never the less we need definitely need SourceJuicer submitters to submit the other packages and dependencies which can be submitted. This should be done with a bit of coordination so that people kde- discuss knows who is busy submitting what package.
