Two questions regarding potential proofreading changes in the build system:

1) Several modules do not provide an admin directory on checkout. 'make -f 
Makefile.cvs' results in:

Please recheckout this module!
for cvs: use checkout once and after that update again

Does that process still work? It doesn't, and never has, for me. If it's no 
longer appropriate it should be corrected. (If it should work, any idea what's 
wrong here?)

2) If libraries or headers are not located during configure, a message suggests 
you install them and delete config.cache before rerunning configure. It appears 
that config.cache is no longer generated and that simply running configure 
again is sufficient. Is that correct?
