Two reasons: It's still much closer to the actual GUI in HEAD than not, and Jurgen is working on the rest of that. Secondly, all the docs mention that updates may be available on docs.kde.org, and, may look there. As far as I'm concerned, going to 3 major versions and a couple of years out of date, to one minor version out of date, is still a huge improvement.
