It was rather the other way around. We decided to try to update the HEAD documentation against KOffice 1.3's GUI, in hopes it would encourage people to contribute (since they would be able to use a stable release.) It wasn't a formal "freeze" though, I apologise for the misunderstanding if you thought it was. HEAD is in fact wide open (as far as the docs team is concerned at least) for any kind of updating you want to do.
