Sorry, I did not understand what the original bug report was referring to.
I have looked into this further. The documentation is correctly processed by
meinproc and is installed correctly in directory: share/doc/HTML/en/kioslave.
I believe the problem is that kinfocenter does not correctly display the
documentation using the appropriate kpart.
I would recommend moving this bug over to "infocenter" where it can be
fixed.... (unless I am still confused)
