[kde-doc-english] Question on bugs and manual not showing up in KHelpCenter

Hello,

I have a question on reporting bugs as they relate to missing entries
in KHelpCenter.  I reported this bug,
https://bugs.kde.org/show_bug.cgi?id=141243, in regards to KPlato
missing its entry in KHelpCenter (at least in Kubuntu) should it have
instead been reported against KHelpCenter or how does that work?
